it is to stand as a British representative school it must be well
done, and from a national point of view the money will be well
invested.
Then there is the further necessity of an adequate
teaching staff. For this a guarantee fund of not less than
£12,000 is needed for a period of years. The object is to
attract and hold students. Tuition fees, therefore, must be in
accord with the rate current in Canton, which is lower than in Hongkong. The teaching staff, at the earlier stages especially, should keep ahead of actual requirements, and men should be encouraged to study the Chinese language. A maintenance grant, over and above fees received, is essential.
It may seem to some unreasonable that one missionary institution should seek Government aid. My reply would be that the Church Missionary Society has done more for education in South China than other British societies combined; that its methods and results in Hongkong have been commended by successive Governors in the Colony; that the Chinese community by their ever ready financial support have attested their appreciation of what has been attempted for their sons and daughters; that, if given a free hand with the assistance sought, there is little doubt that, in a comparatively short time, a strong school of British influence can be developed in the capital of South China, the absence of which is deplored by all children of the Empire who have knowledge of present conditions. We believe we know what is required and are glad to offer our experience and services for a work of national importance which has been far
too long neglected.
